Angry Culteyes walk slowly when not attacking, and will shoot a series of 2 bullets in a row at you when you enter their line of sight.

Strategy

Just try to round it up in an area with cover or use the Shotgun and you should be fine, besides, they only have 30 hp so 3 hits and they should be good as dead.
